The new rule, announced by Health Canada, allows the government agency to require generic manufacturers create separate sales figures for their products in the United States and Canada, said David Balas, a spokesman for the department.

There are more than 10,000 generic drugs on the World Health Organization's list of essential medicines that must be available in all regions of the world, but some 40 per cent of those drugs cannot be found in Canada for various reasons, including regulatory and legal hurdles, according to a 2004 study in the Journal of Health Affairs. At end February 2014, I wrote a column for Forbes titled "Why It Matters That The US Isn't Full of Libertarians." The piece is worth reading, and I wrote a follow-up discussing few other arguments against libertarianism. In those comments, I neglected one of the fundamental questions I raised:
Why, in light of the fact that libertarianism is so well-known and widespread, don't libertarians see more libertarianism in the United States? If we're so liberal, then surely someone else is a libertarian if they're open about their beliefs.
I've received a number of responses to my argument over the last week. I'll give three responses to these comments and then address a few more issues in my forthcoming book The Libertarian Mind.
The first is that libertarianism has a stigma because it sounds like "socialism," which is seen to be bad for business. This is simply untrue. In fact, the entire thrust of American revolution, from the founding to Civil War, was a struggle to create individual liberty from governmental control and tyranny. But as recently 1960, only 12 percent of Americans identified as libertarians, and only 11 percent as "pure" free marketers. That percentage has slowly increased significantly since, and I think it's reasonable based on the current data to conclude that we've become more libertarian over time.
What makes me curious is why the vast majority of Americans have not embraced the label on principle, despite being free to do so. The best answer I can think of is that, from where I sit, "free" means not constrained. It freedom from government regulations that make free markets unworkable. But to embrace free markets is not to embrace democracy, and so we've got this contradiction. People don't like the government taking away their freedom to do so.
This observation led me to explore the idea of libertarianism as social democracy, a perspective I first developed in my 1995 book The Conservative Heart. To me, libertarianism is the realization of conservative ideal, a society that puts the interests of citizens over needs the majority of population and focuses on maintaining prosperity for all. The government should defend property owners, protect the rights of individual entrepreneurs, support businesses that are innovative, and discourage punish those who harm others.
Now, libertarianism in this sense is not inherently political, but in light of the widespread support for it, that isn't such a far-fetched idea. I believe it's time for a reevaluation of economic policies that we've grown accustomed to, and that are in no way the result of a free market. We need to start working toward a world in which social justice trumps individualism, and our policies should reflect that idea.
The second point was that I didn't know exactly where libertarians were, so I didn't bother trying to find out. I think the second one is wrong. A recent article in Forbes, by Steven D. Levitt, cites the following statistics:

But even after that recent dip when the number of libertarians jumped up to 14 million, the number of registered libertarian voters in the US as measured by Public Religion Research Institute hasn't budged much either, at about 11 percent in 2014.
